The short version

What is actually changing

Today a business in Oman raises an invoice, prints or emails it, and files VAT periodically. Under Fawtara, invoices in scope are generated in a structured electronic format that machines can validate, exchanged through accredited channels rather than plain email, and reported to the Oman Tax Authority.

That is a change to how invoices are produced, not merely how they are sent. A PDF emailed from Excel does not become compliant by being emailed differently. The invoice has to originate from a system that can produce the required structure, carrying complete and correct master data.

On dates. The Oman Tax Authority has revised the published rollout schedule more than once, and advisory firms tracking it have adjusted their timelines accordingly. We therefore verify your specific phase against current Tax Authority guidance at the point of scoping, rather than working from a fixed date. This page was last reviewed in September 2026.

How the rollout is structured

The consistent shape across every published version of the plan is a phased expansion by taxpayer size:

  1. A pilot group first. A limited set of large taxpayers — reported at roughly 100 to 150 companies — goes first, so the Tax Authority can test the platform at manageable scale.
  2. Large VAT-registered taxpayers next. The mandate widens to the rest of the large taxpayer population.
  3. All remaining VAT-registered businesses after that. The long tail of Omani SMEs, with full implementation expected to complete across 2027 and 2028.

If you are a small or mid-sized VAT-registered business, you are almost certainly in a later phase — which is good news, and also the most common reason businesses do nothing until it is expensive.

Why your accounting system decides how hard this is

Two businesses with the same turnover can face completely different projects here, and the variable is rarely the mandate. It is the state of their data.

A business running one clean TallyPrime installation, with complete customer masters, consistent item codes, correct VAT treatment and active TSS, is looking at a configuration and testing exercise. A business raising half its invoices in Excel, with duplicate customer records and missing tax registration numbers, is looking at a data remediation project first — and only then the e-invoicing work.

The remediation is the part that takes months. It is also the part you can start today, before any deadline applies to you, and it improves your reporting immediately regardless of the mandate.

What changes in practice

From a printed document to a structured data exchange

An e-invoice is not a prettier PDF. It is a machine-readable record that carries every field the Tax Authority expects, validated on the way through, exchanged over an accredited channel and stored against your VAT account.

That means the quality of what leaves your accounting system matters more than it ever has. A missing tax registration number is no longer a cosmetic flaw on a printout — it is a validation failure that stops the invoice.

  • Structured format rather than a free-form printed layout
  • Validation before the invoice reaches your customer
  • Exchange through accredited channels, not plain email
  • Invoice data reported to the Oman Tax Authority
Readiness

Five checks that predict how your project will go

We run these on every readiness assessment. You can run them yourself right now.

1. Single source of invoices

Is every sales invoice raised inside your accounting system? Invoices typed in Excel or Word sit outside any compliance path and are the first thing to break.

2. Complete customer masters

Does every VAT-registered customer record hold a correct tax registration number and a properly structured address? Structured invoices fail validation on exactly this.

3. Consistent item codes

Is the same product recorded once, or several times under slightly different names? Duplicate and inconsistent items produce invoice lines that cannot be mapped cleanly.

4. Correct VAT treatment

Are standard-rated, zero-rated and exempt supplies distinguished correctly in the ledgers, and does your VAT return reconcile to your books today?

5. Current version, active TSS

Are you on a supported TallyPrime release with a live subscription? Statutory features arrive via product updates — a lapsed TSS means they will not reach you.

Not sure how you score?

We run the assessment against your live data and give you a written gap list with effort estimates — no obligation to do the work with us.

Our role

What a Tally Integrator does that a reseller cannot

Selling the licence and integrating the system are different pieces of work, and they require different accreditation.

Assess

We audit your invoice flow, master data and TallyPrime version against structured-invoice requirements, and produce a written gap list.

Remediate

Masters cleaned, duplicate records merged, tax registration numbers completed, VAT treatment corrected, stray invoicing pulled into Tally.

Integrate

Invoice data mapped to the required structure and the connection to an accredited exchange channel configured and authenticated.

Test & go live

Validation testing against real invoice scenarios — credit notes, exports, exempt supplies — before your phase date, not after.

Readiness check

Find out where you stand, in writing

A short structured assessment of your current Tally setup and invoice data against Fawtara requirements — what is ready, what is not, and what each gap will take to close.

  • Review of your invoice flow and where invoices originate
  • Master data quality report — customers, items, tax numbers
  • TallyPrime version and TSS status check
  • Written gap list with effort estimates against each item
  • Your phase confirmed against current Tax Authority guidance

FAQ

Oman e-invoicing questions

What is Fawtara?

Fawtara is the Oman Tax Authority's national electronic invoicing programme. Rather than issuing invoices as paper or PDF documents, businesses in scope will generate invoices in a structured electronic format and exchange them through accredited channels, with invoice data reported to the Tax Authority.

When does e-invoicing become mandatory in Oman?

The rollout is phased, beginning with the largest VAT-registered taxpayers and widening to the rest of the VAT-registered population over subsequent phases. The Tax Authority has revised the published schedule more than once, and reporting from advisory firms has moved the phase dates accordingly. Because of that, we do not treat any single date as settled — we confirm your specific phase against current Oman Tax Authority guidance before scoping any work.

Does e-invoicing apply to my business?

The mandate is built around VAT registration. If your business is VAT-registered in Oman, assume you are in scope at some phase; the question is which one and when, and that depends largely on turnover. Large taxpayers come first, smaller VAT-registered businesses later. Non-resident businesses registered for Omani VAT are also expected to fall within scope.

Can TallyPrime handle Oman e-invoicing?

Tally Solutions has delivered e-invoicing compliance in other GCC markets, notably Saudi Arabia's ZATCA phases, and delivers statutory features like these through TallyPrime product updates. That is the practical reason to keep TSS active: the capability reaches you through releases. As a Tally Integrator, Ample Technology handles the connection and mapping work around it.

What format will Omani e-invoices use?

Reporting to date points to structured XML based on UBL 2.1 with an Oman-specific PINT specification, alongside a PDF/A-3 option, exchanged through accredited service providers on a Peppol-style network model. These are technical specifications that can change during implementation, which is why we verify against current Tax Authority documentation for each project rather than working from an older summary.

What should I be doing now, before my phase starts?

Clean data, and get every invoice inside one system. The businesses that struggle are the ones raising some invoices in Excel or Word, carrying incomplete customer tax registration numbers, or running inconsistent item codes. None of that is difficult to fix with six months' notice; all of it is painful to fix in the last six weeks.

What happens if we are not ready in time?

Non-compliance with tax obligations in Oman carries penalties, and the practical risk is commercial as well as regulatory: if your invoice cannot be issued in the required form, your customer may not be able to accept it, and payment slows. Preparing early is considerably cheaper than remediating under deadline.

We use spreadsheets, not accounting software. What now?

Spreadsheets cannot produce compliant structured invoices or connect to an accredited exchange channel. If you are VAT-registered and still invoicing from Excel, moving onto proper accounting software is the prerequisite step, and doing it now — while you can migrate calmly and reconcile properly — is far better than doing it against a mandate deadline.

Is e-invoicing mandatory in Oman?

It is becoming mandatory, in phases, for VAT-registered businesses. The Oman Tax Authority is rolling Fawtara out starting with the largest taxpayers and widening to the rest of the VAT-registered population over subsequent phases. The published schedule has been revised more than once, so rather than quoting a date we confirm your specific phase against current Tax Authority guidance before scoping any work.

Will my existing TallyPrime handle e-invoicing, or do I need new software?

In most cases your existing TallyPrime is the right platform - what matters is being on a current release with active TSS, because statutory features arrive through product updates. The work is rarely about replacing the software. It is about cleaning master data, pulling stray invoicing back into the system, and configuring the connection. Businesses invoicing from spreadsheets are the ones facing a real change.

How long does Fawtara readiness take?

For a business already running one clean TallyPrime installation, it is a configuration and testing exercise measured in weeks. For a business raising some invoices in Excel, carrying incomplete customer tax registration numbers or running duplicate item codes, the data remediation comes first and that is what takes months. The remediation is also the part you can start today, before any deadline applies.

What happens to our old invoices?

Historical invoices are unaffected - the mandate applies to invoices issued from your phase date onward. Your existing records stay as they are, and we do not touch closed periods during readiness work.

Get ahead of your phase, not caught by it

The businesses that handle this well start while the deadline is still theoretical. A readiness check takes a short conversation and gives you a written plan.
